I recently purchased a Uniden BCD996P2 scanner. I have tried to program it with freescan and it shows that it is programmed, but it never stops on a talk group and it never has any audio. I programmed it for Gratiot County Michigan for a trunked system. I can load conventional channels and hear them and I can go to weather and hear it. So it isn't an issue with the scanner. It is an issue with my programming. The trunked system is part of what it looks like to me is a statewide system. Could it be encrypted and that isn't why I get anything? When I listen to the online app I hear calls from the county central dispatch but they don't come accross the actual scanner. Looking for answers or even a suggestion as to who can program this thing.

Please attach your FreeSCAN MPSCS trunked system file so that I can take a look at it. You will need to right click on the file and Send to Compressed (zipped) folder to be able to attach it. Click on Attach files and open the zipped folder. What is your city so that I can determine the best site or sites? The database does not show any encryption on the trunked system.

I think I just uploaded the file. My city is Elm Hall Michigan. Our address is 11431 Palmer St, Riverdale, MI 48877. We are a small rural community so our mail comes out of a neighboring town. I was wondering if it is anything to do with GPS or is there something that I am just not clicking correctly in Freescan? Thank you for looking this over. The site that I am using is Ithaca and the group is Gratiot County. the MPSCS also says it is a (APCO P25). Does that make a difference? I am totally new to the scanner world and don't know what the abbreviations mean. Thank you for helping.

I hope it attached okay. When I try to open the zip file it wants to open in word and I don't think that is what you are looking for. Also when I click on the zip file then hit open, it just uploads the zip file. I hope that is what you need.

I can help you set this up, I already have a large setup file that I also use on my 996P2, helped many with theirs out in Gratiot too.
I can usually tune in Gratiot from here with my outside antenna.

Hello and welcome to radioreference,

The system should be programmed as "P25 Standard" and each group in the "TGID Group Quick Key" menu should be selected for the groups you have programmed. Select "ID Scan" to listen to only the TGIDs you have programmed. "ID Search" will monitor all TGIDs that are affiliated with that site.

It looks like you have 2 sites in Gratiot Co.:

If you programmed 1 or both sites you only need to program the frequencies with the "c" next to them. One of these
from each site will be the control channel. As your scanner is scanning you should see a signal from the control channel on the signal bar graph. In the "Site Setup" assign the site a Quick Key and enter "P25 Standard" in the "Site Type" pull down menu.


Here are your TGIDs for your county. A letter E under the mode column indicates encryption. So it looks like everything is in the clear. You can divide these into "Groups" i.e. Police, Fire, EMS, etc.

Yeah he stopped by here, got him all setup. Programming didnt take long, but next we knew it was ~45 minutes later hehe. Intertwined in our talking I helped show him other things abut the radio, i.e. temp L/O, pressing menu, explained the DMR thats in use in the area that he heard the noise when he tried programming before, etc. Even showed about tuning in off radioreference since he's a premium subscriber.

One thing about programming off the database that gets missed, I put in the ambulance service, MMR since in the database it covers multiple counties, its not in the county listing, Air LZ's for med copters to fire department, some state police, plus the remining analog frequencies in the area. Also can tune in surrounding counties he/wife are interested in too, etc. I also change the text display to more easily figure out what it is. I.e. 29P911 is County Police.

Actually between his programming from here which outside of a few adjustments should have worked regardless.
I used my programming that I know works which includes Gratiot that I use to successfully get the county, his still isn’t picking on digital.

On the analog side it’s picking up the analog county jail, state prison, NOAA, but on digital its quiet he says. It’s NOT simulcast there.
I noticed once here and he said it did a couple times there that when it’s on digital, gets 3-4 signal bars, even seen pickup on another quickey set for ID Search, but no audio heard. Also when they are done talking on my radio and mine goes on scanning, he says it stays stuck on that same talkgroup and he pushing Scan button to get it going... strange. Squelch is at 2. Never seen this behavior.
It’s not picking up when I am getting Gratiot digital here while we talked on the phone.
Even tried putting in a site neighbor county closest to the location.

He did say though, he got it off ebay from a company, not an individual.

I mentioned you may have a broken scanner. He got it last Christmas, if brand new etc. would still be in warranty. Calling Uniden on Monday.

Could he possibly have a transmitter nearby overloading the receiver? What happens if attenuator is enabled?
