The Pro-651 should serve you well, although I can't give any personal experience with one. I have owned RS scanners before and I have to say I prefer Uniden models. Most people are turned away from using the BCD scanner because they can be a pain to program manually. I use FreeScan and a RR premium subscription to simplify the process.

VIPER is a digital system and will require a scanner that is able to convert the digital signals. Since currently, VIPER is a P25 Phase 1 system you can get by with an older model digital scanner. I currently use the Uniden BCD396xt and have no problems. I am not going to buy into a Phase 2 scanner unless I absolutely need one.

As far as monitoring radio traffic, there will always be a need for the use of radios. You can't fight a fire or chase bad guys from a computer screen. Will it become encrypted? Only time will tell but I can say that departments have spent a lot of money already on the VIPER upgrades and just can't afford it right now. In fact, there are several departments in NC that can't afford VIPER and will NOT be changing over.

VIPER will remain a Phase 1 FDMA system for the foreseeable future.
In Central NC you only need a Phase 2 TDMA capable scanner if you live in and monitor Pitt County as they use a Phase 2 TDMA system. Everyone else in the Central NC area uses a Phase 1 FDMA system. Both the Pro 651 and the Uniden BCD396XT can monitor local radio systems.

Jonathon...another thing that you will want to do is upgrade the stock antenna, especially if you only plan to listen to Emergency Services. With everyone (most) going to VIPER, you will most likely be monitoring 800mhz 99% of the time so I suggest the Radio Shack RS800 antenna for a handheld. I have one on my BC396xt and it is leaps and bounds over the stock rubber duck.

Just an update;

As we get closer to the switch I am going to work on getting the additional Talkgroups submitted to RR that are not currently on the site. I just need to get some downtime at work to write them all down. We have VIPER mobiles installed in all of our units and I need use my scanner and key up while using ID Search so I can record the TGID. RR is missing a LOT of them so hopefully I can get them added before we go live.

Spoke to a deputy today about their VIPER trials and was told that they are having issues. Appears to be a programming problem but it may delay the full county launch until they sort it out.

Dunn PD switched to VIPER this morning (2/12/2015). Been having problems programming BCD996T ever since. Thought I had this all worked out a few months back, but I've obviously messed something up. Still receiving EMS, Fire and Rescue on EDACS, plus some of the LE traffic.

Erwin PD is now live on VIPER. What they are doing dispatching both Dunn PD & Erwin PD on the same talkgroup, 22018. They plan on grouping other PD's on another TG as they come live.

The other tgs that are listed were what was originally planned for harnetts viper system. Pretty much everything was scrapped, especially with them taking over dunn....so they may,still have those tgs but they are not yet active nor are they probably going to be used for what I'd indicated

We have a ton of talk groups available. They took back our portables but almost all trucks now have VIPER mobiles installed. I ran my butt off yesterday so I was unable to go through the TGIDs and get them logged. I work again Saturday and will be at a slower station and should be able to log all the currently programmed TGIDs on the fire/EMS side.
