I'm not sure how many of you have heard this, but in September, Cypress Creek EMS goes away as the 911 provider for Harris County Emergency Services District 11. ESD 11 will be taking over 911 EMS coverage for the old Cypress Creek EMS territory. (I've heard different rumors about what will happen to Cypress Creek, whether they become a transfer service or take over another 911 operation.)

Does anyone know the communications that ESD 11 will be using? Will they be on TXWARN? Take over the old Cypress Creek system? Or what?

ESD11 is going to Harris System that is LTE to start off they are building a tower at the new headquarters. You will be able to access it from the MCHD System if someone is affiliated. eventually there will be RF sites.

So to clarify... ESD 11 (Current CyCreek territory) will be unobtanium for the transition/buildout period? PTT over cellular? :oops:

Seems kind of irresponsible of the ESD to build an independent system when TXWARN is already present for the area.

some people choose AT&T over Verizon even though AT&T may have sufficient coverage. Sometimes its just too expensive per month to go with the "bigger" carrier.

Should have created Harris County ESD 11 to respond to fire calls and first responders to medical calls only, then come back and create an overlaying ESD for EMS only. That way you can double stick it to the taxpayer. In my area, we pay almost 0.18/100 for ESDs. It’s a heck of gig, you can be employed with 2 ESDs running out of the same station. Most counties are doing it all wrong.

You must also live in Travis County.

Travis ESD 2/17 took note of what we did. We’ve been at it for 3 years, first in the state to my knowledge.

I was surprised they were even running EMS without that being in their original charter. A lot more ESDs are going to be looking at how they were created and if it wasn’t to provide EMS transport, they’ll create overlays.

Our fire ESD operates on a $2 milly annual budget to run 400 fire calls and 700 medical calls per year, so we obviously didn’t have the cash to run an EMS transport bidness.

Please allow me to translate for the rest of the USA.

Approx 20 years ago Texas passed a law allowing the creation of Emergency Services Districts (ESD). ESD are tax districts. The ESD raises the money and then distributes the money to local FDs - or less commonly - the ESD operates their own FD.

Recently some new "overlay" ESDs have been created. Some of the new ESDs have been created to fund EMS ops for a fire ESD. Maybe some have been created to fund FD ops for a EMS ESD.

Possibly another new trend in 'overlay ESDs' is beginning. The ?new? trend is to collect property taxes vs sales taxes. Maybe some taxpayers will be paying into 4 ESDs ->> fire sales tax - EMS sales tax - fire property tax - EMS property tax.

2017 - ESD 15 (collecting property taxes) created to lie on top of ESD
11 (which collects only sale tax) - per
ESD No. 15 | TCFR ESD No. 11

Meanwhile, the line to protest taxes wraps around the building.

It’ll come crashing down eventually as ESDs spend their way into oblivion, driven by the desire of their service providers to always have the newest of everything (we have a million dollar ladder truck and not a building over 3 stories in the district), and start running out of revenue sources. Poor management of funds by service providers leads to ESDs and continued poor management leads to ‘overlays’. It’s like taking out a debt consolidation loan, paying off a credit card, then racking it back up.

Spoiler: I ran with the FD and EMS over a decade ago; we ran about 150 fire calls and 450 EMS calls. Nearly the same as now when you get rid of alarms and ‘good intent.’ We didn’t have that back then.

ESDs have become corrupt and do not serve the intention when they were allowed by law to be created. The public isn’t aware and the media promotes them. Case in point:
