I have a Whistler 1040 I have other P25 frequencies programmed and it seems to work fine
Those are talkgroups for the LWIN trunked system, not frequencies. Do you have LWIN programmed? If so, do you have the Oak Grove site programmed for LWIN?

Are you using software, or entering via the keypad?

I live within range of the Oak Grove P25 site for LWIN. Oak Grove units primarily use West Carroll SO Dispatch for operations (as with other small town PD's in the parish.

I'm no help with non-Uniden radios. However; if @hiegtx can get you situated with the Whistler, I can be of some assistance for local matters.

LWIN is a trunked system. A trunked system must have at least one site to function. In your case you need the Oak Grove Site in West Carroll Parish:
3 (3)034 (22)Oak GroveWest Carroll769.20625c769.45625c770.08125770.65625770.85625771.20625
The system type should be P25 Auto. The control channel frequencies go into the frequency list for the system. Since you will only be using a single site for now, Multi-Site can be set to Off. You can try receiving the system with SuperTrack on and off to determine which one works better. You only need to enter the 2 frequencies with the lower case "c". Those frequencies are control channel capable. You most remove the "c" when entering the frequencies. It is far faster and easier if you use programming software. For the WS1040, you can use ARC500 or PSREdit500. Both have a free trial period to decide which one you like better. I use Butel ARC500 Basic to program my Radio Shack PRO-106, the older brother of your scanner.

Since the OP has the frequency/talkgroup information he needs and is now asking about how to program his scanner, refer to his thread in the Whistler forum.
