Near potsdam ny, I couldn't find anything on sigidwiki, it's just in raw mode

Look up 151.3 in the NY database or do an FCC search in your area. A license might help identify it.

it's registered to mobiltech communications, and on a tower nearby as a fixed transmitter, I have no idea who it services as it's through a telecom corp

You have a better video of it transmitting? What's the bandwidth set for in sdr# and what modulation do you have selected? The license you provided reflect NXDN (6.25 bandwidth) and NFM (12.5 bandwidth)
