I have this frequency i found and i can't find it on RR or FCC database, The frequency is 460.6750 it's DMR i'm located in Buchanan County Virginia. It sounds like a utilities company either power company or TV company or something like that i'm getting a strong signal so i think it should be close. I'll add a screenshot of DSDPlus showing what the frequency says and everything, Also added is audio recordings of the traffic. DSDPlus says it's "PARKS BELK BRISTOL MALL AT 500 GATE CITY HWY/BRISTOL 20K0F3E 46.9m 189 deg VA". But i don't think it's a mall lol. and the emissions designator 20K0F3E says it's "Frequency modulated (FM) analog voice, 5 kHz deviation; "wideband 25 kHz" (FM mode in RadioReference.com Database). But i know it's DMR even when i listen to the frequency on my BCD436HP i have to program it as DMR. Also DSDPlus says it's TIIIStd [Auto] Site:L1-5.6 DCC:0 NL:2.1 2.2 2.4 2.7 3.2 3.8 4.2 4.6 4.8 5.1 6.2 6.3 6.8 8.3. Anyway's thanks alot.

In the FCC license database there are 3 listings for 460.675 in Virginia. 2 listings are for what appears to be a radio leading company with the same name, and the 3rd listing has a individuals name but the filing states that it will be used for leasing repeaters. Nothing else is listed.

Could it be this (from a FCC Data Search - Query FCC Licenses by Frequency and State)?

The Louisville Gas Electric system is licensed as Kentucky Utilities Company. This is a fairly large system in eastern Kentucky. Louisville Gas and Electric Company / Kentucky Utilities Company serves customers in Kentucky and five counties in Virginia.

The system ID matches the ID reported by DSD+ (L1). I believe you are receiving site 5.6 of this system (this site is not listed in the db).

There are sites on this system across the border from you in Kentucky that are included in the list of neighbors shown by DSD+. The Lawhorn Hill site in Clay County (4.4) is listed on the same license that I showed you for the site in Norton/Wise County VA. These sites also include Wallins Creek (3.8), Pineville (6.2), and Middlesboro (4.8). You won't receive the sites near Louisville, but you might be able to receive one of the sites closer to the border.

It looks like Louisville Gas and Electric Company / Kentucky Utilities Company use a networked DMR Tier3 radio system which includes both conventional and trunked frequencies. This system is composed of over 40 sites in KY and VA.

You appear to be right - the site you are receiving is Site 5.6 which has only a single frequency based on the FCC license information.

Other locations on the same license (WRFR285) include:

You will notice the following sites in the Louisville Gas Electric - Kentucky Utilities system which match the information from the license:
4004 (4)Lawhorn HillCasey460.650
4006 (6)ManchesterClay451.225c
6001 (1)ParisBourbon451.1625c
This gives credibility that you have found site 5.6 (Norton) for this system on 460.675.
