I programed only the CC for a 800 P25 system but I'm not picking up anything my Pro-197 picks up and they sitting beside each other, I changed the 3600 baud reband on Win96 that didn't help, Are am I missing something

P25 is 9600. Are 3600 and 9600 both set to Normal? You cannot use the Tinker Creek site. The PRO-96 cannot trunk track 700 MHz frequencies. Try entering all 4 of the control channel capable frequencies in the Union 800 MHz site. They may have switched to an alternate.

The PRO-96 is prone to frequency drift on 800 MHz frequencies. You may need to adjust VR4 inside the scanner to get it to work.

It's a pot on the circuit board. Best not to mess with it if you don't know what it is
OP contacted me by PM. I have been working with him there. I recently received a message that the scanner is working now. i am waiting to hear if that was a result of adjusting VR4.
Got a reply from the OP. It was the VR4 adjustment that got it working.

I had to adjust "VR3" in my Pro-2096 to get our local 800MHz system to work again...

...and it wiped everything else out.

After a bit of experimentation, I came up wit the following procedure. It's best to put the unit on the test bench and align it with the correct test equipment but I figured a little experimentation wouldn't hurt first.

Tune a weak NOAA WX frequency in, then adjust VR3 all the way CW until the signal distorts. Then come back CCW with the pot about 1/3 turn until it's clear. Next, go to one of the GMRS frequencies which is active. Turn VR2 CW until it distorts, then slowly back CCW until it's clear. If you go too far the signal will drop out of the FM detector passband and you'll get no audio - so find the "sweet spot". Lastly, go to an active P25 Phase 1 control channel and observe the decode percentage. Adjust VR4 to optimize it; on my scanner this is around the halfway point.

Signals are a little weak out here - I'm 20 air miles away from the transmitter site and using a discone. Decode percentage is 44-60%. The fix isn't further adjustment. Gotta get more signal into the unit, as that control channel is somewhat weak on my other scanners too. The solution arrived today in a large rectangular box: A 14 element 800MHz Yagi that's going up on the tower and will be pointed back at the transmitter.

I may throw this scanner on the bench to see how close I got "by ear" but it works better everywhere now.
