Looks like the FD and some city maintenance are the only analogue talk groups available. If you can convince the county to sell you and affiliated, RX only radio you will be in business, but don't count on it. As far as I know Macom/Ericsson have no plans to sell the details of their systems to scanner manufacturers.

How long has the ProVoice patent been around? Assuming it's not encrypted, when the patent expires, it should be free for the taking.
