What radio are you trying to program? Assuming a Whistler scanner, you don't need the RAN to program it... and once you program it (without the RAN) and receive the signal, the scanner will tell you the RAN value.
I remember applying for the 155.43 Mcs (Hz not invented yet) frequency. All of the county
was on the same frequency,155,74 Mcs, I think. So it gave us a private freq as we were the biggest
LE agency in the county. We bought some surplus prog lines from NCWRC. A lot better than when all NE NC
was on 39.10 Mcs. LOL

If you want NXDN, it needs to be a Whistler TRX-1 or TRX-2 (which also handle other common public safety modes).
