Someone is feeding Honolulu / Waikiki Police, Fire and EMS Dispatch

When I scan "Honolulu County Public Safety System"
I can only pickup the Analog transmissions with my BCD396T (ex. Ocean Safety and Transportation).
Is this person using DSDPlus or DSD from a tap to decode Provoice or is it only possible with an actual EDACS radio?
Also, I would like to stream Provoice from Central Oahu, can it be done using a tap off of my BCD396T and software such as DSDPlus or DSD?
