I just bought my Uniden BC365CRS today. I am trying to access RISCON. Specifically West Greenwich Police. I have no idea how. Can someone help me?

Should have asked before you purchased an analog-only, conventional-only scanner. RISCON is a digital trunked system and your BC365CRS will not work for monitoring this system.
What type of scanner would I need.

What could I listen to with the scanner I have
I bought a Uniden BCD260DN & listen to the marine, railroad & aircraft bands.
I have a BC125 for the exact same reasons, as well as businesses. Try doing a search through the 150-172 MHz and 450-470 MHz bands for government, businesses, try the 118-134 MHz AM band for aircraft, for examples. There is a lot out there that hasn't been added to the RR database yet, you just need to search for it.

And it won't get in the database if you don't submit it. 👍
But only if you submit it after properly confirming it, and after you have a correct PL/DPL tone. I don't put entries without tone data in to the DB for the obvious reason(s). Those can go into the wiki until the tone is identified.

RISCON is P25 Phase I, I listen to them on a 396XT and 996XT.

Yes, I also hear them on the SDS100 and SDS200, but the 396XT and 996XT work just fine, and cost a lot less than the SDS100/200

Check the database for your county. Anything ID'ed as Mode FM, FMN or AM can be picked up by your scanner, that's it. Also the frequency range is only 25 to 512MHz, see full band plan here. Definitely should have done your research or asked for a recommendation here before purchasing...
