HOW DO I PROGRAM THIS SYSTEM?

with apologies.....
i have asked this question in the state specific forum area... but have not had a response.... perhaps the broader audience can or will help. the system is: Bluegrass Army Depot near Richmond, KY, it is a APCO-25 Motorola ASTRO 3600 baud system....
i am using a PRO 96. the freqs are programmed in the order listed in the RR.Com database.... I have assigned them "MOT" on the mode.... sometimes i will hear transmissions in the trunked scanning mode, but when i manually seearch the listed freqs i receive more reliable vox tx....with complete id's, etc. i also receive while in trunking mode but not as much, nor as often.... plz help.....

Did you set the bank to Motorola mode, as well as the channels?
Is the bank set to Closed mode, or Open? (you'll likely hear more in Open mode, unless you have all the talk groups entered)

You have to program the base/offset/step information in order to properly track the system. This information is not available on RR because no one has submitted that information. You will have to try to figure this out on your own. This page has information on how to do it:
