There are plenty of amateur radios that will receive AM aircraft and cross band it one way to UHF FM. I have a Yaesu FT-8900 in front of me that does it, the TYT 9800 does it along with the Anytone AT-5888UV. I suspect the Icom IC2730 should be able to do one way cross band from VHF AM to UHF but I don’t have one here to experiment with.
Two way cross band from VHF AM to UHF FM is out of the question with all these type radios.
