What you have written describes 100's of Public Safety systems. If you are looking for help, you will need to provide the URL for the system, or at least the state and county.

its Wright-Patterson AFB. in Riverside, OH.

Wright-Patterson is... (Reserve Base Now) but still very active.
The Motorola type you mentioned can be used on Military bases, businesses, local government, just about anyone Motorola can get to buy such systems.

If it says exclusive, then it is Motorola P25 and you program it as such.
If it says analog and digital, then it is programmed as a Type II.

Since you got two conflicting responses, I'll chip in, here. Jerri is correct, you program this system as a Motorola Type II UHF system.

To determine the system type, you should ignore the "System Voice" line in the DB. Pay attention only to the "System Type" and the frequency set. If the System Type is P25, then program it as a P25 system. If it is "Motorola Type II..." then you always program it as a Motorola Type II, even if the System Voice says "P25 Exclusive".
