I'm nowhere near that county, but I do see they have been licensed for frequencies that may be used for a new P25 trunked system.

If you have the time, look up the county's website, & see if meeting minutes are present as to what they intend to do with that license.

Look at the minutes for November 22:

As well as for December 14:

Looking at the October 11 minutes, it appears they are progressing toward a system from Harris, and there are notes about an agreement with Big Spring

Meeting minutes can be found here:

I know a high-ranking official in the fire department. He said there are Harris digital radios in a closet. I have heard nothing about this as of late. They have had these radios sitting in a closet for a long time.

Radios sitting in a closet. Now thats good use of money.

Let's just say that Big Spring officials are full of it, up to their eyeballs. At one time, they were considering going alone, but then they likely realized they are dealing with a short deck of cards, the intellectual functioning level of Bonobos.

Well, damn, I found someone who is also from Big Spring. Have you heard them speaking of the "E" word?

Ensnared yes the system should be 100% E from what I’m hearing for the sheriff office and other emergency service of Howard and Big Spring but only time will tell. The main reason behind this is the amount of scanners listen that appeared in the town and people started showing up to crash’s and taking pictures and becoming a headache so they trying to put a stop to that

This is the modal response from LE. I don't know how they determined whether or not it was an online scanner application or a real scanner. I heard this same thing from a ranking official in the fire department. I know that the Big Spring Herald used to post some cop beat section of the paper. I don't know if this practice is still occurring. If so, I doubt LE arrested anyone. If this is so, I seriously doubt the officials have a frequency of occurrence for this so-called activity.

For the most part, I liken Big Spring LE/EMS radio traffic to Sioux City, Iowa, incredibly boring. Now that my father has passed, I will be making very few trips to that Godforsaken area of Texas. I hope this does not happen. West Texas seems to be full of encrypted transmissions.

When LE/EMS employ encryption, my mouth goes mum in the presence of law enforcement.. That's the way I roll, LOL.

I believe encryption drives a wedge between LE and the community. I lived in Big Spring for quite some time. In the remote past, the DA and others were involved in some very shady activities.

Prison gangs and drugs are prevalent in Howard County. I wonder why.

Well as far as encryption goes I don’t think they need it for one if they go to phase 2 not many people are going to go out and buy a phase 2 scanner and second the few people around bs may not be able to program the trunked system in and have it work like it should.

I would hate to be the person teaching them how to use their new radios. I would like to know if their flimsy excuse for encryption is based on those listening to their smart phone or scanner. Some in law enforcement don't understand the structure of a Phase I or Phase II system. However, some possess a wealth of information. I will keep my ears open. West Texas is an odd animal. Lubbock, Texas is a robust scanner environment compared with Wichita Falls, Odessa, and Midland SO.

I am absolutely shocked that anyone would answer my request. Even more amazed that someone “out there” knows where BS is. Thank you for the great info.
