The reason is they're afraid that next year the commission may reduce his budget by $xyz plus some because he obviously didn't need that much money last year anyway.
I can almost hear the budget director now, "If they don't use the encryption more than a few times a month then why bother to spend the extra moeny to get it for any new equipment we purchase. After all, they got by without encryption for how many years? What next, power windows in patrol cars?"
