Step increments should be available in the menu. Many consumer "ham" talkies are commonly used in mil-ops deployments where expendable comms are needed - Fyi.

what "state active duty" are you referring to that authorizes the use of non-certified radios on part 90 frequencies? are you talking about the Georgia Department of Defense? If so, that is NOT a part of the US DOD and NOT authorized to use NTIA frequencies. Last I checked, the GA "DOD" is a state CIVIL agency, ASSuming that is what we are talking about and is licensed under the state radio plan which is part 90 not NTIA.

Either way the IC-V8 is a ham radio and won't do narrowband, nor 2.5 or 7.5 tuning steps. Time to invest in more appropriate and certified equipment for the job at hand. With the cost of part 90 analog portables being what they are, there is no reason to be using ham toys for duty, legal issues aside.

It will not, to be ready and legal for the future I would just buy a IC-F3021 or a IC-F3161.
You can get both with programming software fairly cheap and I believe they are both field programmable.
