Independence apco-25 Problem

I am having a little trouble getting Independence Fire to always come though on their main fire dispatch channel all the time. It sounds like its under water sometimes and this is the only channel that does it. CJC is always clear as a bell and I have never listened to PD because they tend to be long winded on the radio. I am running a pro-25 and all the frequencies are current and I live less than 10 miles from the tower.Has anyone else experienced this problem?

I wonder if their mic is too far from their mouth. Sometimes with the digital stuff if your mic isn't in just the right place, it comes across like you're talking though a beer can. And any background noise, forget it.
