Input frequency lower then output?

I was looking at my county, Cambria County, PA and saw this:

Under Fire/EMS it says "Emergency Management" it says 158.74500 as the output frequency with 153.74000 as input. I thought the input frequency was the higher frequency?

Like 453.350 out/458.350 in. Not 458.350 out/453.350 in.

VHF frequencies aren't paired and spaced like they are on UHF.

Oh

Oh I should have realized that it was VHF I was looking at. I guess I'm just so used to UHF. Especially since I get the less interference with it. But lately I'm even getting interference with UHF.
