Sounds like a digital voice or data telemetry. Whether or not it is encrypted data or voice that can't be determined yet but if it's data most likely it is where voice it's 50/50 maybe or maybe not. You may want to look at these see if you find similiar in link below. I don't have premium anymore so can't check for call sign but you should be able to find through the fcc advanced license search site in advanced search the call sign if the user is licensed depending on who and how they were licensed it may show up it may not but should. From there you can find the type. Their was another site listing sounds of signals but I cannot find it . I tried a few zip codes on the fcc site for nyc but nothing not sure the exact area your hearing it. To me sounds similiar to a motorola control channel.
I may be wrong and it may be another type.

I'm hearing this in NYC at 472.8875 MHZ. The jackhammer sound is a recurring theme on many of these High-Frequencies. Is this what an encrypted signal sounds like?

FYI, the frequency you have quoted, 472.8875, is in the UHF, Ultra High Frequency band, not the High Frequency band. You would probably get a better response in one of the more scanner oriented forums.

I haven't gone through everything in the link, but so far, this appears to be my signal:

This makes sense, as I often hear this signal one step below unencrypted police dispatch broadcasts.

How do I determine the call sign for this sound?

I did query the FCC Licensing for this frequency and found one entity in my Broadcast area with an active license:

ULS License - Industrial/Business Pool, Conventional License - WII678 - NORCOM COMMUNICATIONS CORP.

and:

ULS License - Industrial/Business Pool, Conventional License - WPXD375 - NORCOM COMMUNICATIONS CORP.

Sounds like it could be MotoTrbo - and especially being that it comes back to that company Norcom then it may even be part of the OneVoice network
OneVoice Network Trunking System, Various, Multi-State - Scanner Frequencies

The thing about Mototrbo is you wont know if its encrypted or not unless you run it into a decoder
Then you would see something like "Enc voice call" in the decoder output
Same thing applys with any digital voice actually...

472.88750. Most likely Onevoice = DMR Motorola Connect Plus (TRBO)

If your in Nyc its probably Glen Oaks. I am in East Islip and on certain days I can receive Glen Oaks.
