They might just do what Sutter County does and have dual-mode on the repeater. Analog for clear communications, digital for encrypted communications.
Originally, Sutter County would switch back and forth depending on what they were broadcasting, including both the dispatcher and deputies. Clear for regular traffic, encrypted for sensitive traffic or records checks. For the past couple years though, they've just kept the dispatcher 24/7 encrypted, but kept the deputies 24/7 analog (clear). I guess that's a sort of happy-medium for us scanner listeners, but I liked the original one better.
