JNCR radio system - Fort Hamilton?

Having suddenly paid closer attention to this, 100 is most likely erroneous there. The 1xx series is almost exclusively assigned to Fort Belvoir, and I hear them quite frequently on the NCR G and U RFSSs (including Fort Meade and USNA).

Agreed- the other interesting part is the apparent shift in radio identifiers on various 1xx talkgroups which (all?) seem to be encrypted. Unless the TGIDs have been reassigned, that would mean that Ft Belvoir Fire is now encrypted?

I'm pretty sure I'd seen some P25 Phase 2 testing down there - I assume this is all part of the upgrade in the system to include new radios.
