Laredo Fire Dept

A couple of weeks ago I noticed several laredo fire dept units broadcasting unencrypted over the main channel dispatch. And the number of units broadcasting unerypted are growing. Today around noon time the Fire Dispatch was unencrypted for several hours. I was able to hear all their traffic. About an hour ago the dispatch center went back to encrypted. Anyone know why this is happening?

It could have been disabled for some interop/mutual aid reason or, more than likely, it is because someone inadvertently pressed the encryption button thereby turning encryption off. Then when someone realizes it (or reads it here) they turn it back on.
