I would think that some the the large, wide area utility's would have some of the largest (as far as most sites) systems. Systems like Entergy's that covers Louisiana, Mississippi, Arkansas, Tennessee and parts of Texas are of good size. American Electric Power is a good sized system as well. Many other gas and electric utilities have very wide area systems.

In addition to AEP's eastern service area when they bought out Central and Southwest they added parts of OK, TX, AR and MS to the coverage an area of approxmately 55,000 Sq. Miles in addition to the eastern area.

Like mentioned before....define "largest".

For example, on a simulcast 'site' you can have the same number of channels/frequencies (at each sub-site) but your area of coverage is potentially "larger" as compared to a non-simulcast site.

I think TETRA systems are pretty "big".
