LCD TV from the trash?

I got this LCD TV pickin' on garbage day, didn't work. Rebuilt the switching PS, works great, sort of. Not the best, 720p only and no adjustment for screen size, letterbox, 4:3 etc. So, I scan for channels and get all the terrestrial, OTA, channels here in metro Chicago, except one. The CBS affiliate is on channel 12, all the rest are on UHF. The TV uses a well known Philips digital tuner used in MANY models of sets. No schematic available, no info on the tuner anywhere. I need some info on where the band switching voltage enters the tuner to determine whether the voltage is missing or the tuner is defective. The tuner is most often identified by the p/n 311229714221A and sometimes by TD13360/FGHP. I see lot's of places to get a new tuner but even though the tuners are the same, the pins on mine or on the opposite side of the tuner. TV works great on all sources except the problem noted. Anyone with any info would be greatly appreciated. Thanks

You probably know this but...
How are the electrolytic caps? Modern LCD monitors and TVs are prone to cap failure, and with SMPS the symptoms can be varied and weird when dirty power gets to some of the circuits.
I always do a total recap of the SMPS and CCFL inverter with good quality low ESR caps, and will sometimes check/replace caps on other boards as well.
