Are you talking about Public Works? (just easier to spell it out to make sure you are not misunderstood)

Unless someone talks to them, we probably won't know. Some just do it as a power trip. Some do it because they can.

A few years ago, the programmers who were DU-COMM employees retired, and then Motorola sent "engineers" who had issues with programming new radios. I was informed by someone from ACDC that it may be a while before encryption is enabled on the law enforcement entities. But then again, if the Motorola "engineers" figure it all out, it could be a reality sooner rather than later. Nothing is in concrete, so stay tuned to your favorite DuPage County Talk Group.

Let's hope they end up not encrypting, losing DUCOMM would be the last big group in this whole area.

Here in Illinois, Bloomington, Cook County, and Joliet also encrypted their Public Works channels. Seems very pointless to me since you can't really use "personnel safety" or "privacy" as a reason to do so. I guess people with scanners show up whenever the street sweepers or snow plows show up in their block?

Those 'Sidewalk Superintendents' can be a real pain in the rear! :D

In these instances I think the entire system was encrypted, not just one department or the other. It was probably easier just to program all the radios the same, just add the appropriate talkgroups to the Zone the radio's user was intended to use.
