Amateur licensing in Japan has several power levels, so they make models to the license class for the various operators. That will be the biggest “surprise” to buyers who assume a Japanese market HF radio will be 100W. As noted, stick with the U.S. versions.
As to HF radios, all but one I have purchased were used and via QRZ.com, QTH.com, or purchased from local swaps. Never a bad one yet. I used PayPal Good & Services and never friends and family. At a local swap cash is king. Anyways, start looking now and ask questions about the antenna system that will work for your home, portable use, or however you plan to operate.
