I’m looking to replace my dad’s whistler ws1098 as it has stopped working. Any advice on easy to use and not break the bank options? He listens to it 24/7 at home but isn’t good anymore with tech. I am not good with it other than the noise being a constant back ground noise

The screen is black and no sound.
What are you using to power it? If an AC adapter, try using the DC cable in your vehicle. The AC adapter may be bad. Everything in the scanner is controlled by settings on the SD card. I have repaired other scanners which appeared to be totally dead by replacing the SD card.
