are you hearing ANY transmissions at all? its should be breaking the squelch at a minimum.
not sure what radio but perhaps the wildcard talkgroup is not created or enabled?
Never said it was. The scanner automatically unmutes, or opens the squelch, when a voice channel gets decoded. If he is on the fringe area he should be hearing broken bits and pieces. If he is hearing nothing at all he is either completely out of range or not programmed correctly. Thanks for your comment.
