Going to the system page and scrolling to Mesquite look at the 'mode' column. If you see an 'E' it's full time encrypted.

Edit: I see you asked about fire and that there are no talkgroups listed under Mesquite for fire. Looks like a lot of encryption on that system though so decent chance it is.

On their old system, Mesquite Public Safety was in the clear for PD & FD. However, when they transitioned to the current system, GMRS, they encrypted both Police & Fire/EMS talkgroups.

Even though Garland also went to full encryption, their talkgroups were identifiable since their new TGIDs were generated by dividing the talkgroups on their old Moto Type II system by 16. For example, Garland PD North Dispatch was TGID 48 on the old system, but 3 on the current system. No such conversion pattern was apparent when Mesquite joined GMRS. Since all their Fire talkgroups are encrypted, there's no clear way to define what each encrypted TGID is used for.

A bit more analysis went into the Garland TG identification. Using Unitrunker for multiple weeks until the switchover and multiple weeks of the new system; their usage pattern was easily identified. The traffic numbers matched up perfectly. Mesquite was a little tougher as the traffic patterns didn't line up so well.

Mesquite FD is encrypted. I cannot confirm, but I think Mesquite Fire Dispatch is 2057 and Fire Response is 2059.
