Thanks for the clarification. Per the UofM website, they were slated to have 2 P-8's flyover so I didn't know if the other was hiding from radar. LEGEND621 (169555) is currently sitting on the west ramp at Willow Run, it is slated to leave tomorrow (11/26).There was only "1" P-8 Poseidon, I know ADS-B Exchange does sometimes show an additional generic aircraft almost on top of the target, I'm not sure what causes that, but it's some kind of reporting error.
130.650AM was used for the Air to Ground Coordination for the flyover, P-8 using the callsign LEGEND621, the ground station was ID'ing as "SPARTY". There was also another aircraft up over the stadium on the same freq, N8371M (Nosewheel Navy) that was doing some kind of coordination with the P-8.

I caught that too, I rarely hear NORAD but they were active this morning. Lots of planes in the air today, multiple training missions taking place at the same time. Controllers had their hands full and were complaining about it. Good practice for them though.I heard quite a bit of very clear traffic on 228.900 about 20-30 minutes ago, somewhat unusual for my area.
