No.... 127.200 is part of the Potomac TRACON

APCH/DEP SVC PRVDD BY POTOMAC TRACON ON 127.2/281.475 WHEN PATUXENT APCH CTL CLSD.

They were flying through Atlantic City's airspace then Dover's then Pax River / Potomac area

Looks like the E-6B “GEST-58” (164408) from yesterday evening. MLAT data is usually corrupted at low altitudes, hence the weird speed stats.
