It's probably a copy of PA0RDT Mini Whip Antenna design. Do a search for that. There are several articles and web sites about it.

Something that small is going to be crap below 30mhz. Physics is unforgiving.

It looks like it might be a Chinese ripoff ...

it can be made to work - after all, the well known University of Twente SDR uses a PA0RDT antenna. However they do take some work to tame them. See this article from SWLing.com

Yes, I have one of those. They have to be installed per directions but in that, they do work well.
Indoors you might be a bit disappointed.
I have an 18 foot length of copper wire strung out the window, goes to an antenna tuner then to a preselector.
Works about the same as the mini whip just above the roof line.
Another hint is use good low loss coax coax. Don't skimp there.
This is the mini whip I got,,the kit, but they have assembled also. Not the cheap Chinese knock off.
