Montana 700 MHz System Planning

Don't all 50 states have a coordinator or agency to facilitate the 700 band? It looks like that is what this is as Montana has the super-duper statewide VHF trunked system already in progress, but stranger things have happened. The 4.9ghz is probably more relevant.
