P25 did not exist back in 2001.

The newer firmware for the XTS series radios sound much better with the Astro decoding.

I thought the system didn't go live until 2006. The license wasn't granted until 2004. Am I wrong?

But it was being planned, infrastructure was being built, etc long before that.

one license was issued in 1998, the other in 2002. The equipment/system was ordered in 2001 and went live during 2002.

As good as the XTS line is now with the latest firmwares, the APX's DSP & AMBE vocoder make the legacy P16 ASTRO systems sound phenomenal!
