Not every time, but "most" times, yes.
There's always the same jar of variables. Specific antenna, system(s) monitored, distance, topography, other interference to/of reception.
For example, you have an antenna that designed for 800 MHz reception and has a permanent mount base. You can attach that antenna to a lip/trunk mount. The antenna is not centered above body metal and therefore has a "partial" ground plane. Take the same antenna and attach it to a permanent mount in the center of the top of the vehicle, at a minimum the trunk lid. It then has a "better" ground plane which "should" enable it to perform "better," e.g. receive "better."
But you speak of a mag mount, so it's looking at where on the vehicle are you placing the base (how much ground place is being afforded or provided the antenna)? Is the antenna designed for the ranges / frequencies you're desiring to monitor? Does the antenna need tuning?
Perhaps a partial answer, or not a straight out yes or no, but those are a lot of the things involved to be considered.
