Hmm.. it shows up on an expired trunked license for American Electric Power in Austin (WPIZ538). Other than that, there are a couple of conventional licenses and a lot of Nextel licenses.

I guess there's a good chance that they are old Nextel 800 MHz systems, especially since they are Type I.

For 852.6875, I found a license for an All Points Communications SMR, WPDA424. Site location is 410 Stevens School Road. Frequencies: 851.9125, 852.6375, 852.6875, 852.7125.
