Yes, you can set up a MotoTrbo repeater with a Digital Phone Patch using one time slot for the Phone, and still allow for a voice call on the 2nd slot. I just forget if you could do it simultaneously. Motorola's supported solution uses a Model 30 for the Analog COTS patch, but there are some more inventive (and non-supported by Moto) Asterisk based non-commercial solutions out there in the Amateur world.
It's been almost a decade since I set up a system using the Phone Patch with a Zetron, and it was used only for outgoing calls - so my memory is a little rusty for details. It did work well & sounded great. The customer added multiple keypad radios once it was up and running.
