Yes, it can.
However, you can NOT use a Motorola radio to monitor the new Toronto EMS stuff.
In short - if you want to listen to them anymore, you will need a scanner. Don't even think of toying with Motorola radios for their I-Call stuff.
That is...a Motorola will work fine for the talkgroups, but NOT for I-Calls.
