There should be a user manual PDF if you navigate to C:\Program Files (x86)\BuTel\ArcXT (folder name might not be 100% accurate), it should explain the whole Radioreference Database Import process. Search & you'll find it

Actually it'd be much easier to find it in the Start menu (at least it is for Arc DV1 & Arc536)
