New Albany P25 TRS

A few weeks ago I saw in the FCC DB that New Albany had an application submitted for a TRS site with 5 freq's and the emissions for the site freq's were P25 Phase 1 C4FM (8K10F1D, 8K10F1E). According to the pdf attached to the application they state they are upgrading their 800 MHz system.

Today, I spent the day in Louisville and took a drive over there to check it out. I checked the freq's licensed to the site:

855.1875
855.7625
859.4875
859.7375
859.9875

and found a P25 control channel on 855.1875. However, oddly enough, it was not broadcasting a system ID or any other info. Just NAC 450. I confirmed this with a PSR-600 and Pro96Com.

I'm quite certain this was indeed originating from within New Albany as I drove to the location of the site as listed in the FCC and near the tower I was getting 100% decode without an antenna. I also checked KY licenses and no one in the entire State is licensed for that freq.

I scanned the system for several hours with no traffic at all.

So, it looks like they are implementing a P25 single site system.

New Albany and Floyd Co Sheriff are currently in the process of getting on Safe-T is what the buzz is around here. RCS in Louisville got the contract for radios and equipment. Haven't heard anything about them going to their own system?

At first I thought exactly that. That this was a new SAFE-T site for improved coverage for them going onto SAFE-T. Then I looked at the emissions and saw they were P25 and not what is typically listed for Moto 3600. Then I found the P25 CC which further supported the sites freq's emissions. I can't imagine this is anything else but a new P25 system for the city/county. RCS Communications is listed as the contact on the license.

The pdf is an interesting read. It's from the NAFD chief and it mentions other agencies need to use the system and specifically mentions the Henryville tornado severely impairing their communications. I assume that means SAFE-T since NAFD is on it. Maybe at some point they decided they needed their own system.

It would be nice if someone out there who knew what was going on could chime in

I am in Louisville near Dixie Hwy and I264, I will monitor for a while as I can and try to report back.

It showed on the application that it is a temporary license as well...This last paragraph was on the letter from the FCC back to the different applicants.

Since you are requesting channels that are not authorized in the Public Safety pool you will need to provide a showing
that this does not expand the contour of the existing station or request and justify a waiver if you are expanding the
contour.

Yes, correct. Then they submitted the interference contour and it was then approved.

I checked with people I know in Floyd Co. It is their own system. It is not online yet but should be later on this summer or fall.

And a comment on the Safe-T system during the Henryville tornados. The system failed some, however if the Mutual Aid channels and 8-Tacs were used instead of the agenices digital channels some of that might have been avoided. The towers were definatley maxed out .

I'm told that at this time the system is for only the NAFD. There is a possibility that the city of Jeffersonville will also be joining the system.

We did use the 8Tac channels in both simplex and repeater modes. If the IDHS people hadn't self deployed at the initial onset I think the system would've been fine. We had the situation well in hand with use of local assets. They came in trying to push local command and control out of the way. We did our thing and they did their thing which proved to be counterproductive. I was always taught that the state would come in and assist until Randy Collins came in saying he was in charge.

If there is one thing I've learned in all the years is that there are always power struggles that screw things up. In my opinion the Sheriff should have taken control and his word is final. To many Chief's and not enough indians as the old saying goes.................

Since the storm I have heard that 2 more channels have been added to the Henryville and Floyds Knob sites.

The New Albany System is a single site P25 system. The tower the system is on is somewhere in the neighborhood of 600-800 ft.

Any updates on the new system? I am located west of New Albany (past the casino). I spend a lot of time in New Albany, and I work in Louisville...would definitely want to monitor this when it's up and running.

I finally started receiving on this system (from the Floyd County Fire Group). Haven't heard anything on the other groups within the site.

I was told that New Albany / Floyd Co. Police, Fire and EMS have all moved to the Hoosier SAFE-T system about 2 weeks ago.
