A few weeks ago I saw in the FCC DB that New Albany had an application submitted for a TRS site with 5 freq's and the emissions for the site freq's were P25 Phase 1 C4FM (8K10F1D, 8K10F1E). According to the pdf attached to the application they state they are upgrading their 800 MHz system.

Today, I spent the day in Louisville and took a drive over there to check it out. I checked the freq's licensed to the site:
855.1875
855.7625
859.4875
859.7375
859.9875
and found a P25 control channel on 855.1875. However, oddly enough, it was not broadcasting a system ID or any other info. Just NAC 450. I confirmed this with a PSR-600 and Pro96Com.
I'm quite certain this was indeed originating from within New Albany as I drove to the location of the site as listed in the FCC and near the tower I was getting 100% decode without an antenna. I also checked KY licenses and no one in the entire State is licensed for that freq.
I scanned the system for several hours with no traffic at all.
So, it looks like they are implementing a P25 single site system.
