New CC Fed VHF NYNJ Metro Region

Hey there. All week even with tropo on and off 172.500 has been present w a good signal. It is a CC and it is different form those I see on USM system. This CC appears quite a bit wider. The USM center CC data seems a total of 5kHz. 172.500 is twice as wide, spanning 10kHz. See top right of this picture. There is plenty of signal but my UT 1.0 nor scanners will decode anything at all. Not even a NAC. Any ideas?

It may not be a control channel. There are some P25 test signals that are used for coverage testing and so forth.
I've seen them on some new systems before the control channels start coming up on the air.

Also 172.5000 was a known ICE channel over at the Tapan Zee Bridge

With the VHF Open today from the South / Southwest into Boston
I'm hearing a similar signal [No Sys/NAC etc] on 170.9875
