The technology works and does what it is supposed to do even though my personal opinion of public safety agencies all switching to these systems is wrong and not in the public interest.
That being said the major problem with the NJICS or what ever its name is is the fragmented ownership of the supporting infrastructure and the number of various vendors providing services. Currently there are various State agencies, authorities and commissions ( NJSP, Turnpike/pkwy, AC expressway, NJ transit, DRJTBC to name a few)and many service providers such as Verizon, ATT, PSEG, JCPL various cable providers an so on. Also the Counties and local municipalities who own their infrastructure. There is no single entity that really controls the entire infrastructure of this system.
The NJSP technicians perform a outstanding job maintaining THEIR infrastructure as well as Transit taking care of theirs and some of the others, The problem is when generators are not properly maintained or AC units not maintained and so on and so on. when an improperly maintained generator fails at a key location it can take out the whole system or cell.
