The state has worked out an agreement with some of the counties to take over their 700 MHz allocations, which will be added to the NJICS (similar to what Union County has done).
Once the licensing is complete, the state will create new simulcast cells within each of these counties, which will eventually replace the sites/frequencies that currently serve each county.
For example, Sussex County is currently served primarily by two sites: High Point and Walpack (Hill 1606). The state has worked out an agreement with Sussex County to acquire the county's 700 MHz channel allocations of 769.33125, 772.14375, 772.64375, 773.21875, and 773.71875. Eventually there will be a new 3-subsite simulcast covering Sussex County, and the current state-license frequencies in use at High Point and Walpack will be decommissioned at those sites and reallocated elsewhere in the state.
