That's in the State range. Falls right between the known NJSP mobiles and the State AG RIDs.
I have RID 42202 as a REMU radio, TG 8090 should be a testing TG

The confirmed talkgroups are listed in the database. Yes, one of the helos was 18-21032 - the same one that made a practice run on Thursday.The NJNG was doing practice flyovers earlier in the week. Not sure if it is the same aircraft, but the one the other day was a Blackhawk per adsbexchange.
