New member from AA county, needs help!

I just got my 250. How do i program this damn thing?!

For starters, i want to program anne arundel county police, eastern district. How do i do it? Ive been going through this manual for hours, and i just cant figure it out. Can someone help me out a bit?

I paid 350 for the 250D with the digital card, at www.premiere-electronics.net

Theyre good people, ive dealt with them a few times.

As far as the radio, its awesome. I love it! Be sure to buy a couple of different antennas though. I got the rubber ducky type antenna meant for 800Mhz frequencies at radio shack for 15 bucks, its makes a world of difference:
