171.4375 P25 NAC653, Federal interop. FBI Phila Central cllng many different agencies for r/c the past 2 weeks in the clear (freq is usually E, but a lot of clear comms lately). Earlier today PSP portable asking for r/c on the Fed interop freq in the clear.
