Newbie looking for a scanner that can be controlled by a computer

I'm looking for the most economical way to Listen to the local Fire & Police in my area using a computer to control a scanner. With the paralysis in my fingers I can't manipulate the buttons on a regular scanner. But I can use my laptop with a trackball. I speak into a mic to type I've been listening to the scanner streams for about ten years and found on Scanneraudio.com :: Worcester MA / Springfield MA that you were able to control some of the frequencies (police or fire). My interest's have broadened I want to control my own. So in short I'm looking for a scanner that can scan at least the Worcester Edacs, and the MSP troop C. If I need apco let me know because I think it may be to much for my wallet and stick with Worcester EDACS for Trunking. Ideally I would like a small set-up minimizing space and wires to fit on my hospital table. I understand I need power and USB/Serial. Being inside the city of Worcester One mile south of Worc airport on a hill I'm hoping I won't need an Outside Antenna. Any other local talk groups or frequency's I can pull in are a big +. I live in a smaller wood frame house if it makes reception any easier. Trying to be cheap not afraid of new/used amazon or eBay. Don't have much to spend on this interesting hobby but looking to learn. Thanks in advance, sorry if I asked too much or posted in the wrong spot.

Most (if not all) modern scanners can be remote controlled via computer interface, for example the scanner I own (Uniden BCT15X) is fully controllable (except for the on/off switch) using the FreeScan software. I would highly recommend the BCT15X, should be ~$200 on Amazon.

I know this may be out of your budget, but the Homepatrol is a touchscreen scanner, so you likely would be able to control it without eve needing the computer.

If that is not an option because of the price, i second the 15x. You would need to be able to push the button on the scanner to turn it on, but other than that you can control it from the computer. The 15x goes for about $190-200 new and im sure you can find it cheaper used.
