What is with the Newport News waterworks channels? I was making a list of all the analog frequencies in VA because I live in southern MD
Like what is an S type of ch

Maybe truly simplex, as in broadcast. Give me a couple weeks, I will go talk to them about it. I have a big project wrapping up this week, and wont have any time to head up there.

If you look at the FCC license page, or even the RadioReference page, it shows those two as "FB2" station class. FB2 is a repeater.

It also shows 11K0F3E which is FM analog voice/data.

Unlikely it's telemetry, as that doesn't use repeaters usually. Telemetry is usually sent from a remote station to a base station and doesn't need to be repeated back out to everyone else.

The 451.100/250 are also shown as "MO" station class, which is "Mobile". Pretty standard to license the repeater frequencies that way so they can be used in talk-around mode.

The repeater input frequencies are the two that are 5MHz up, also listed as MO's.

Looks like any standard 2 channel analog repeated system to me, and based on the FCC license. Not all users follow the FCC licenses, though….

I agree that by their license, it doesn't seem like it should be SCADA, but the 'S' is odd. We need the database admin to explain why they labeled it that way! From the Wiki, "In the RR Database, simplex frequencies are noted with "B" and/or "M" in the "Type" column." I don't see what 'S' should denote and I'm too far away from Newport News to listen.

The database shows them as "talk around", so I'm going to guess they meant "Simplex".
FCC license confirms that they are licensed for for that use also.

I'm sure the DB admin can confirm/deny.
