No. Encryption is a mechanism where the data gets encoded using a mathemetical algorithm such that it can only be decoded (decrypted) by a unit that holds a specific cryptographic key (a piece of data that you and I don't have access to). The whole point of it is to prevent unuathorised parties (like us) from being able to decode the data. It has nothing to do with scanner support for other digital modes.

This might just be a typo, but I'm wondering if you have a bit of British in your ancestry or were educated there?

Voice inversion is not encryption. It merely turns all the high signals into low and vice versa. I have a 30+ year speaker that deciphers voice inversion quite easily. You just have to turn a dial to get the voices to sound just right. I made pen marks on the dial for the 2 agencies that used it in my remote part of the state. I then had to turn the dial depending on which agency I wanted to hear. Fortunately, just one of the agencies transmitted on a frequent basis. There obviously isn't anything similar like this for encryption.
Okay how about you decode voice inversion in front of an FCC official and watch how fast he has you arrested for federal offense. Voice inversion may not seem like it’s encryption, but still protected under federal law.

Whether it is legal or not is not pertinent to the discussion that voice inversion is not encryption.

158.760 Channel 2 and 155.925 Dispatch have an NAC of 245h, the system is now updated to P25E and is clearly audible on a properly programmed P25 radio/scanner

Thank you all for all the updates, it just makes me wonder why a city with such a small police force had to spend our taxes on encryption.
When the city could be spending money to fix our damn streets.

We understand your frustration.
Why don't you attend your next city council meeting and ask that question during the public comment portion of the meeting?
There is a good chance those members don't even know that they approved the money for that.
They most likely just blindly voted for an items titled ...
"Public services radio improvements"
Or they will receive a grant from the feds and title it...
"Domestic Terror Radio Improvement Grant"
Or reference that stupid PII "mandate" to protect criminals from the public learning that those criminals have warrants from many other states...and that they won't extradite for those crimes.

What do you think those criminals FICO scores are?

I tell ya buddy...all those tweakers need to be protected from US.

We feel your pain.
